Expenditure instead of to Revenue but, in this connection reference should be made to the despatch from the Secretary of State to the Governor of Hongkong (No.129 of the 29th of April, 1922) which indicates the procedure that may be followed.

3. It is requested that this question may be con- sidered with a view to the discontinuance of the existing practice and further information is requested in due course as to the action which you may see fit to take in the

matter.
