With reference to my telegram of the 11th October and previous telegraphic correspondence I have the honour to report for your information the steps which have been taken in the matter of the loan which you have so kindly arranged for the purpose of financing the Colony's trade.

I forwarded in my confidential despatch of the 2nd October copies of the letter from the Chinese Chamber of Commerce asking for the loan and of the letters of gratitude subsequently received from the representatives of the Chinese community. The whole Colony was profoundly impressed by your immediate response to my telegram of the 23rd September, and the implied assurance of His Majesty's Government's sympathetic support had the instantaneous effect of restoring confidence
in every direction. The fact that the loan is avail-
able induced a feeling of security which at once
dispelled any necessity for immediate assistance in
cash, and there is now good ground for hoping that
nothing like the total sum of £3,000,000 will be
required.
