In a telegram sent 24th September the Governor
of Hong Kong asked for a loan up to £3,000,000, though lees will probably be required, in order to restore confidence and increase supply of money available money to be used for loans on approved security only. Secretary of State has replied that though it is not possible to obtain assistance from Parliament in time to
cope with present emergency, the Colonial Office will do their best to make arrangements which will enable the Colony to raise a loan sufficient to meet urgent
requirements.
