Chang Pación has stated that the Central Chinese Government both recognise and support him and
I enquired of His Majesty's Chargé d'Affaires, Peking, whether this statement was correct and if so whether

loans made to Mhangiléost by Chinese in Hong Kong would be guaranteed by the Central Government. His Majesty's Chargé d'Affaires has telegraphed today to the Foreign Office with ference to this enquiry. In my telegram to Peking I said that in the event Chen Kwing- Ming's Chang Pandante statement proving correct I assumed that no objection would be raised by His Majesty's Government to such loans. If on the other hand his statement was not in accordance with the facts my impression was that you would wish such loans to be discouraged. The position is that if I encourage local Chinese they may lend money to hang Tao Lán;
CLeu-Kuing-Ming if on the other hand I do not give them any encourage- ment they will not do so.
