Dear Sir William Mercer,
You are of course generally aware of the
situation in Hong Kong and now we have just received
this telegram of the 23rd of September. On it we are
sending a telegram to the Straits Settlements of which
a copy is enclosed.
We want the West African Currency Board to
consider whether they cannot undertake to lend funda
up to one and a half millions sterling, thus providing
for the three million pounds mentioned by the Governor.
The security is ample, the currency is probably con-
venient, and of course there will be a special ordinance
to charge the loan on the assets of Hong Kong. You
could unload a part of your immense holding of War Loan,
selling now at a good premium, and if 55 bonds are
decided on instead of 5%, the investment would see
decidedly a good one for you. Koreover, you would have
