Continuance of boycott directed

from Canton is causing very serious

financial crisis Hong Kong. It is urgent

that steps should be taken to restore

confidence and increase supply of money

Governor urges strongly that

His Majesty's Government should lead sum

required up to three million pounds though

less would probably be required as

intervention from here would restore

confidence and bring out hoarded money..

Loan would be used for loans on approved
