would have been acting as Governor for some months and the

suggested relief would not have been required. Under present

arrangements, however, there will only be a space of about

a fortnight between my departure and ir. Clementi's arrival

so that Sir Claud Severn will derive no appreciable benefit

from acting pay. I understand also that he now contemplates

leaving the Colony in December preparatory to retirement.

In these circumstances the proposal which I have put forward

will not benefit him unless it is antedated and I would ask

that if you approve it, the arrangement may be regarded as

having been in force from the beginning of this year.
