MINUTES
This is a memorial by certain landholders in New Kowloon, among whom are some whose lands have been resumed for public purposes under the Crown Lands Resumption Ordinance of 1910, who allege that the existing system of land resumption affect them unfairly. It will be seen that the memorial · ists have failed in the action brought in the Courts to establish that the law under whigh resumption takes place is invalid (see judgment in envelope attached to this despatch), and they are now seeking to get their grievances redressed by other means,
The Convention of 1898 with China for the lease of the New Territories provides that "there will be no expropriation or expulsion of the inhabitants of the district included in the ex- tension, and that if land is required for public offices, fortifications, or the like official purposes, it shall be bought at a fair price."
