(i) The general layout of Mr.Duncan's scheme, so far

as relating to position and directions of quay walls, width of quays and areas of enclosed water. (ii) Depths of water at quay walls.

(iii) Levels of copings.

(iv) Other contingent matters.

2. Regarding (I). In view of the scheme for Hung Hom Bay submitted by the Consulting Engineers in their report dated 24th November 1922, it is not anticipated that they will be able to review Mr.Duncan's scheme with any degree of favour, but it is hoped that a general opinion may be expressed on this revised scheme which is the result of much thought and consideration on the part of the Government, together with consultations with local shipping firms and ship masters, and dis- cussions at meetings of the Hong Kong General Chamber of Commerce.

It is realised that the Consulting Engineers are of opinion that "hatever works may be constructed, shipe must get away into the open, away from wharves, during typhoons", as per paragraph 33 of their Report. On the other hand, master mariners are of opinion that it is extremely desirable that there should be some place where the larger vessels visiting the port could discharge and load without the risk of having to move out in the event of typhoons being signalled, and of being compelled to remain out in the event of a typhoon actually striking the Colony. Itis thought that vessels could remain at their berths if such were situated in protected water. They would naturally have to do so at their own risk, and be entirely responsible for any damage caused to themselves or others in the event of
