considered that the stability of a quay wall of the design shown on Drawing - D would be gradually reduced by the

circulation of water due to the rise and fall of the tide, the strong tidal current in the vicinity, the action of the propellers of ships alongside the wall, and the effect of storm action in such an exposed position.

6. The type of foundation recommended by the Port Development Consulting Engineers (vide paragraph 54 of their Report dated 24th November 1922) is pell mell rubble, for which an unlimited supply of sound granite is available. The contractors have therefore been instructed to deposit pell mell rubble only, to form the foundation for the wall

in accordance with the design shown on Drawing f - E.

7. It is anticipated that the construction of these foundations will be completed before a reply can be obtained frem Leadon, but having regard to the fact that a considera- ble reduction in the cost of construction may be effected by the use of sand foundations in the construction of any further lengths of quay wall at North Point, I beg to suggesti that, for future guidance, the advice of the Consulting Engineers be obtained at the earliest possible date, on the

following points:-

(a). Whether sand equal to the sample forwarded herewith

and marked "M.La. 450 & 431, Sand for quay wall

foundations”, may be used for forming quay wall

foundations in accordance with the design shown on Drawing - D.

(b). In the event of the Consulting Ingineers being

unable to approve the design referred to in (a),

te advise as to whether sand, or part sand, may

be used in the quay wall foundations, and if so,

to forward an outline of their proposals.
