I have the honour to submit for consideration that the area coloured red on attached plan should be granted on lease on the following terms:-

(a) The Secretary for Chinese Affairs to be granted a

Crown Lease for the area shown coloured red on plan containing about 34,580 sq. ft. as a New Kowloon Inland Lot for a term of 75 years from the 1st July 1898.

(b) Crown rent for the lot to be $1.00 per amum. (c) The lot only to be used for the purposes of a

Dispensary and Hospital except with the consent of the Governor in Council.

(d) The lessee to pay into the Coloniel Treasury on demand the sum of $12.00 being fee for boundary stones required to define the lot. The stones to be supplied and fixed by the Director of Public Works. (e) The lessee to take up the Crown Lease for the lot when called upon to do so by the Land Officer and to pay to him the sum of $30.00 for the same.

The area is situated within the walls of Old Kowloon City and was originally the site of a Chinese Plague Hospital maintained by the local Chinese residents.
