Chinese Cemeteries. A small recurrent vote.

(118). Kai Tack Reclamation. This work should not appear in the Estimates at all. The Reclamation was started five or six years ago by a Chinese Syndicate and ought to have been completed by now, but they muddled their financial affairs and the work has been practically at a

standstill for some time. It is an important work and it

is very desirable that it should be finished. We have

therefore proposed to them that the Public Works Department

should finish the work and that they should pay for the

land as it is handed over. The negotiations are not

complete and may fall through but in any case we shall

only be acting as the Syndicate's agents and the money

involved will not be chargeable to Public Works Votes but

to an advance account.

(119). Quarry at Tai Kok Tsui. Will be the main quarry

for works in Kowloon and will incidentally provide build ing

areas by the removal of hills.

(120). Telephone Cables. See (61). The same remarka

apply. This work includes the Railway telephones.

(121). Forming sites to the West of Kowloon City. This

work is necessary to clear up low-lying sites which are

already unhealthy and will become more so owing to the impossibility of drainage as a result of reclamation in

front of them.

(122). Miscellaneous Works. A recurrent vote for minor

works which cannot be foreseen.

(123) to (127). Waterworks. All essential to provide

for increased population.

(128). Gaol and Police Training School. A new Gaol has

long been an urgent necessity. The present building is

terribly overcrowded and in the event of an epidemic

breaking
