I have the honour to acknowledge the receipt of your letter of April 21st last stating that friction has arisen latterly between the Hongkong Office of the Chinese Telegraph Administration and the Telegraph authorities at Canton and expressing the hope that the Administration would take steps to settle these internal disputes as soon as
possible.
In reply I have the honour to state that it is true there has been some slight disagreement between the Hongkong Telegraph Office and the Kuangtung Superintendent of Telegraphs concerning the disposal of the charges received for the transmission of telegrama. This Minister has, however, received only the representations of the Hongkong Manager on the subject, and cannot be certain what the actual situation is. A special officer has therefore been despatched to make inquiry on the spot with a view to arriving at some arrangement for an early settlement of the matter. In the meantime this letter is addressed to you for your preliminary information and that of His Excellency the Governor of Hongkong.
