Dear Mr. Teichman,
I am duly in receipt of your letter of the 21st instant together with a translation of a Chinese letter addressed to the Ministry of Communications, both bearing on the subject of the friction that has existed for some time
between the Chinese Telegraph Office at Hongkong and the
Canton Telegraph Authorities.
In reply I beg to say that the matter has lately been gone into, and it is fully realised that steps must be taken soonest to have the dispute settled. With this
end in view it has been decided that a Mr. Cheng Pau Lu, an experienced and well qualified member of the Telegraph Department, shall proceed to Hongkong by the very first opportunity, and it is expected that he will be able to arrive at an arrangement satisfactory to both parties.
Mr. Cheng left last night for Hongkong.
