As Your Excellency is doubtless aware, there has for long past been much friction between the Office of the Chinese Telegraph Administration at Hongkong and the Canton Telegraph Authorities, recently more especially in connection with the question of the disposal of funds paid to the Hongkong Office in respect of telegrams transmitted over the Hongkong Kuangtung lines. In drawing my attention to this matter recently the Acting Governor of Hongkong has | pointed out that the constant troubles in connection with the Office of the Chinese Telegraph Administration in Hongkong and the friction between it and the Canton Telegraph Authorities are sources of continual annoyance to his Government, and he requests me to support him in urging upon Your Excellency's Government the earnest desire of the Hongkong Government that the Chinese Telegraph Administrat- ion, so long as it operates in the Colony of Hongkong, should be carried on in such a manner as to prevent as far as possible the continued friction between it and the Canton Telegraph Authorities.
In bringing this matter to Your Excellency's notice, I have therefore the honour to request that the necessary steps may be taken by the Chinese Telegraph Administration with the least possible delay to settle their internal differences with the Canton Telegraph Authorities, in order that difficulties and friction between the latter and the Chinese Telegraph Office in Hongkong may be avoided
in the future.
