Dear Sir,
Referring to the meeting held at the Colonial Secretary's Office on the ninth instant and to our various conversations and previous correspondence regarding the account question, we have been instructed to inform you that the Companies have decided to revert to monthly accounting with your Administration beginning with the present month, with the proviso however that a portion of the further transmission on inward traffic for March will be retained for the liquidation of the small outstanding amount in respect of the January Balance Sheet, and also to meet the amount due on Swatow traffic from 20th to 28th of February if that amount is not previously settled. In arriving at this decision the Companies have, in addition to their earnest desire to resume normal working arrangements with your Administration at the earliest possible date, been prompted by the following considerations:
A. As the Companies are not holding your office respon- sible for the amounts outstanding up to the end of last year, which have been included in the Chinese Telegraph Administration's general indebtedness, and as the amounts due to the Companies for the current year have already been settled with the exception of the two amounts covered by the above mentioned proviso, the Companies have no longer any outstanding accounts against your office.
B. As the Companies' representatives have been assured by Mr. Lo on behalf of the Director of the Telegraph Administration for the Kwangtung Province that he will be
