I arrived here this morning, but regret my inability to call on you to-day owing to my being occupied with the Superintendents of the Telegraph Companies in making final arrangements for the resumption of normal working conditions. I am returning to Canton to-night and so an writing to tell you what we have agreed to in- stead giving you a verbal report.

We have agreed on the following:-

1. The Telegraph Companies agree to allow all stations in South China, excepting Swatow for the present, to send messages on a monthly credit, but the payment of account is to be made within five days after ita presentation which shall be on the fifth of each month.

2. Beginning from 1st of April, the Telegraph Companies agree to credit the Kwangtung Telegraph Administration with the inward transmission charges.

3. The Kwangtung Telegraph Administration takes responsibility for the payment of outward transmission charges, excepting those for Swatow.

4. The Kwangtung Telegraph Administration agrees to remit

the charges to the Telegraph Companies through the Hongkong Office.

5. The Telegraph Companies agree to send the Kwangtung Telegraph Administration a duplicate copy of account rendered the Hongkong Office.

I consider the above mettlement satisfactory

and no doubt my Director will think the same. With these

arrangements
