I am instructed by the Director of the Kwangtung Telegraph Administration to ask you if you have been able to get the Manager of the Hongkong Office to agree to our proposals; and that in case you have to communicate the matter to your Minister in Peking, you will please make it clear to him that he is not asking the Hongkong Office to pay to his Administration what belongs to them, but just to agree not to detain the charges due to his Administration by the Telegraph Companies as a necessary condition to his Administration dealing again with the Telegraph Companies through the Hongkong Office. Being unable to trust the Hongkong Office in this respect he has therefore requested your Government to agree to exert pressure on the Hongkong Office when necessary so that the charges are duly paid to his Administration.
