Regarding your inquiry whether the Kangtung Telegraph Administration would agree to have payments, both to and by the Administration, made through the intermediary
of the Hongkong Chinese Office, I am pleased to inform you
that my Director would gladly agree to such a procedure but
under the following conditions:-
(1) That the accounts be made out by the Cable Companies
and a copy sent to us:
(2) That you, in your official capacity, will kindly act
as guarantor that

Our remittances to the Cable Companies are duly
paid over and
the further transmission charges on inward
traffic due to our Administration by the Cable Companies are duly paid to usi
From past experience I regret to say that both my Director and myself have no faith in the Hongkong Office:
In the case of Shameen, they have rendered us fales accounts charging us for more than we actually sent and in a few cases actually cheated us: Thus the account
rendered to them by the Cable Companies each month is worked out partly in Franc and partly in Hongkong Currency accord- ing as the telegram is to a foreign country or to China. But in their accounts to us, the Hongkong Office charge all telegrams in Hongkong Currency rates which are slightly higher than the Franc rates converted to Hongkong Currency
