I have the honour to refer to Your Excellency's letter of 5th July stating, with reference to the request that support and protection be afforded to Mr. Shen Tzu- liang, Head of the Telegraph Office at Hongkong, that you had received a reply from His Excellency the Governor of Hongkong stating that the police had placed themselves in communication with Mr. Shen, who did not appear to be in
fear of his life.
Your Excellency's letter was immediately transmit- ted to the Ministry of Communications, from which department a letter has now been received stating that it is in receipt of a telegram from Mr. Shen Tzu-liang, dated 16th instant,
as follows:-
"On leaving the office at 3 p.m. today I was fired on "several times in succession by three assassins, one "bullet entering my hip. The assassins fled. I have "entered the Goverment Hospital. The bullet has not yet "been extracted, and my condition is dangerous."
I have the honour to inform Your Excellency accordingly and to request that a telegram may be sent immediately to the Governor of Hongkong begging His Excellency to issue instructions to the police for the arrest and punishment of the assassins. It is also requested that effective steps may be taken to protect the lives of the staff employed at the office, which we will estean as a truly friendly action.
