With reference to Your Excellency's letter

of May 23, requesting me to telegraph to the Government of Hongkong to ask that adequate protection might be afforded to Mr. Shen Tru-liang, Head of the Telegraph Office at Hongkong, I have the honour to inform you that, having telegraphed to Hongkong in the sense desired, I have since received a reply from His Excellency the Governor stating that the police immediately placed themselves in communicat- ion with Kr. Shen, who did not appear to be in fear of his life. It was arranged that Mr. Shen was to inform the police of any further developments, but as no further communication has since been received from him, it is assumed that he has no more any immediate cause for alarm.

I have, &c..

(Ed.) R. Macleay.
