Your telegram of 21st July it is most undesirable that Chinese Telegraph Office in Hongkong should remain as at present a centre of political intrigue. I shall be glad if you will press upon the Board of Communications the advisability of putting the office under the control of the Eastern Artension Telegraph Superintendent for the time being. He would accept full responsibility for transmission of telegrams and accounting for money.
