sir,

I have the honour to acknowledge the receipt

of your letter of today's date enclosing copies of certain telegrams which the agent of the Chinese telegraph office in Hongkong is said to have distributed to parsons hostile to the administration of this province.

Whilst, as requested, I am forwarding these messages to His Excellency the Governor for his considerat- ion, I would point out that a telegraph office is bound by international conventions to deliver all the messages which

it receives. I would also draw Your Excellency's attention to the fact that it might prove highly inconvenient to leaders in this province, did the Manager of the telegraph office in Shanghai receive instructions, as a retaliatory measure, to hold up all southern messages on the ground that| war was being waged here against the North.
