I have the honour to inform you that Shen Tzu-liang, Head of the Chinese Telegraph Office in Hongkong, which is under the direction of the Superintendent of the Two Kuang Telegraph Administration, has been found to be in communication with the enemy, and plotting against the peace of Kuangtung Province. The Superintendent of the Two Kuang Administration has therefore dismissed him and appoint -ed Wei Jung-k'ang to succeed him. Thirty one pages of telegrams forwarded by him are enclosed, and I have the honour to request that they may be sent to the Hongkong Government for consideration. When Wei takes over, it is hoped that the Hongkong Goverment will assist him, Relations between Canton and Hongkong Governments are friendly, and I don't think the Hongkong Government would approve of the proceedings of Shen, in abusing the protection of that Colony to plot against Kuangtung.
