I have the honour to state that I am in receipt of a letter from the Ministry of Communications transmitting a telegram from Mr. Shen Tzu-liang, Head of the Telegraph Office at Hongkong, to the following effect:-
"Sun Wen has been secretly informed of the importance "of the Hongkong Telegraph Office from the point of view
of communications, and as a result wishes to oust me "from my post as soon as possible; Liang Shih-yi and "others have already been entrusted with the task of "obtaining the consent of the Hongkong Goverment there- *to. In addition, a gang of man have been secretly sent "to Hongkong to assassinate me and will not rest until *they succeed in doing so. I beg therefore that you
will get the British Minister to inform the Hongkong "Government accordingly by telegraph, that they may "afford me effective protection."

Shen Tzu-liang has always carried out most effectively his duties as Head of the Hongkong Telegraph Office. Now, however, that his life is threatened by the band of man secretly sent by Sun Wen to Hongkong to aggass- inate him, he cannot carry on his duties with an easy mind. I should be grateful therefore if Your Excellency would telegraph to the Government of Hongkong, to do its best to support him, and to afford him adequate protection, so as to enable him to perform his important public duties without interruption.
