I am directed by Kr.Secretary Amery to acknow- ledge the receipt of your confidential communication (F_1916/103/10) of the 27th Lay, relative to the taxation of Kerosene by the Kwantung authorities, and to transmit to you, to be laid before Ir.Secretary Chamberlain, the accompanying paraphrase of a telegram which has been received from the Governor of Hong Kong in reply to the telegram addressed to him on the 23rd lay, an intimated in the letter from this Department of the 27th Way.
2. It will be observed that the Governor has invited attention to the telegram addressed to 1r. Chamberlain on the 30th lay by His lajesty's Consul- General at Canton and has expressed concurrence in its Lorms. Before giving further consideration to the matter ir.Amery would wish to be apprised of the
