We are instructed accordingly to forward to you the enclosed draft of such Bill in duplicate, and to
request you to consider the same in the light of the
Objects and Reasons attached thereto, and our clients
trust that your Goverment will submit the same to His
Majesty's Secretary of State with an expression of your Government's provisional approval of the same, and that you will ask His Majesty's Secretary of State to let you know if possible by telegram whether it has the
provisional approval of His Majesty'■ Government prior to its being introduced into the Legislative Council of Hongkong.
