Mauritius is more or less frequently in communication with the Governments of Madagascar and Réunion, but I doubt whether there is any point in bringing Sir E. Stubbe proposal to Sir H. Read's notice. The latter might possibly observe that Sir E. Stubba had not himself always been entirely successful in avoiding friction and misunderstanding with other authorities.

I have the honour to acknowledge the receipt

of your Circular Despatch of the 27th of February with regard to the importance attached by His Majesty's Government to loyal co-operation between British and French agents in all parts of the world.

I am happy to be able to inform you that my relations with the French Consular Officers here, the Naval Officers who visit this port periodically, and the authorities of the neighbouring French possessions have always been of the most cordial and friendly nature.

I have, as you are aware, just returned from

a visit to Indo-China, the primary object of which was to return the visit which M. Merlin, Governor-General of that territory, paid to me last year on his way back from Japan.

I cannot speak too highly of the courtesy

and kindness shewn to me throughout my tour, which extended over Tonkin, Annam, Cochin-China and Cambodia.
