Sir,
I have the honour to acknowledge the receipt
of your despatch No.65 of the 21st February regarding Mr.
Joseph Lenaghan's pension.

Mr. Lenaghan, after a very short period of service in the Police Force, received a blow on the head
while on duty, and he was sent before a Medical Board who
reported:-
(a) that his capacity to contribute towards his own
support was materially impaired,
(b) that such incapacity would most probably be permanent, (c) that the retirement was due immediately to the injury received but that it was impossible to say whether it was solely due to such injury.
Mr. Lenaghan was accordingly granted a pension
which was calculated on the basis that his capacity to
contribute to his own support was materially impaired.

Viscount Milner's despatch No.295 of the 13th June, 1919, and again in his recent letter, Mr. Lenaghan refers to his failure to pass a Medical examination in connection with certain employment which was offered to him, and it may be
