The Auditor refers to Departmental
Instructions issued by the Colonial Audit. These are
instructions to the Auditor and his staff. The instructions
to the Treasurer appear in the Colonial Regulations (Finance

rather vegue. The term sub-accountant seems to refer to officers in other Departments than the Treasury. Also is an officer in charge of stores a "Treasurer sub-accountant" or "sub-accountant. In Colonial Regulation 373 he is
called "store accountant".

The Colonial Regulations as regards the
duties of the Treasurer make no mention of "atores" with
the marked exception of stamps and hence it appears that stores generally speaking are not included. Of course the Treasurer has duties regarding the financial part of pay- ment for a debiting value of stores but not with the actual keeping of stores:

In the Colonial Regulations the custody, etci
of stores is not mentioned until you come to the section under heading "Audit" Colonial Regulation 373. The Auditor "will satisfy himself that adequate Regulations exist for the guidance of store accountants"". 374 The Auditor will examine store accounts. 376 If the Auditor finds any irregularity in
stores for which a head of
department is responsible he will at once notify the
Governor.
Colonial Regulation 385. Board to inspect does not relieve heads of departments from their responsibility.
