It is to be noted with reference to (b) above that for reasons which are obviously good, he considers some armed protection would still be necessary on board. His concluding remarks are also deserving of serious attention. These
remarks, however, as to the probable protection which would be effected by the provision of additional armed launches apply only to the river traffic between Hongkong, Canton and the West River. Coastal traffic north and south from
Hongkong will be in no wise affected thereby.

Although Commander Maxwell Scott states that the addition of 5 more armed launches (making a flotilla of 9 in all) will enable the convoy system to be abolished, etc., etc., I am inclined to think he is optimistic and that a greater number might be found necessary. Me alse recommends that the additional armed launches should be of less draught and greater speed than those used at present. Greater speed means economy of number since they can patrol more ground in less time. On the other hand they would be more costly to build. It is not possible to estimate their individual cost without knowing what dimensions and what speed are necessary in their design. This is another point I will discuss with him.
