under the command of the Captain or Master of the ship. There cannot be any question of dual control. It has
frequently been tried with repeatedly dismal failures. As
far as I can gather there have been many instances when the
guard have considered that they owe no allegiance to the undoubted authority of the Master of the ship. I am of the
opinion that it should be made absolutely plain to the
guard that the Easter of the ship they are doing duty in must be considered to be their commanding officer. I
presume that the Master of the ship knows what duties the
guard perform and if he deems fit he can command them to
do what he considers to be the best in any emergency. I
repeat the Master of the ship must essentially be the
absolute commanding authority on board a ship under all
circumstances afloat whatsoever.

The above are really only two details, but
they appear to me to be of supreme importance.
6. The Minority Report stresses the point that
the onus is on the Navy to provide adequate protection
against piracy on ships flying the British Flag. In a
general sense this has been borne out for centuries. But
when this principle is applied to waters inside the territorial limits of a foreign and officially friendly mation which for some reason is unable definitely to govem or control her waters, the problem becomes complex and
requires special treatment.

The report rendered by Commander Maxwell Scott (Senior Naval Officer, West River Patrol) appended to the Minority Report is one that I generally agree with. Moreover
he is an officer as my previous experience of him confirms,
of great understanding and practical ability. I wish to
draw your attention to his penultimate remarks where he says
that if 5 more armed launches more suitable in design could
be supplied for the patrol of the Delta he believes that:-
(a) Sailing in convoy could be abolished.
(b)
