I have the honour to inform you that I have read the Minority Report of the Hongkong Piracy Regulations Committee referred to in your letter No.2 in 2266/1922 dated

22nd January 1925 and beg to rewark on it as follows:-

I have been unable to trace any papers in

my office giving the opinion of my predecessors; I presume therefore that their views were not sought concerning local regulations which exist at present as regards grilles and Police guards which are two of the items complained of in that Report by the signatories and the bodies they

represent.

But looking at the two questions mentioned

above from a seaman's point of view, I appreciate two

matters.

1. With regard to the grilles as imposed, whatever

value they may possess from a piracy-from-within prevention

point of view, it might easily be fraught with great danger

to lives on board in circumstances under which ships,

wherever they may be, unfortunately are liable, such as

fire, collision, grounding, etc. suddenly occurring, when it is essential that the passengers be given every opportunity to escape.

2. The grille system as imposed by the Regulations does

not apparently comply with the Board of Trade regulations

as contained in the Merchant Shipping Act in that respect.

As regards the Police guards sent on board

these ships I am of the opinion that pending better safe- guards, they are absolutely necessary but, and I repeat but,
