Instead of this the officers are being grilled to exasperation by undesirable regulations, which are faulty to the extreme.

Give them what they justly demand increased naval patrols and you can then draft a new set of regulations to

meet the case.

Pirates will not operate if they know they cannot get away with their loot.

The lives of officers are being made a misery,

there is no rest or peace for them in their attempt at

gompliance with all that they are called upon to do, and not to do.
