I have the honour to acknowledge the receipt your despatch No.365 of the 21st November last regarding Mr. E. S. Kadoorie's application for the grant of letters
of denization.

Mr. Kadoorie is a Mesopotamian Jew by race,
bom in Bagdad, and he claims to be 'a member of a race or
community know to be opposed to the enemy Governments", to
quote the words of section 3 (2)(b) of the British
Nationality and Status of Aliens Act, 1918.

As regards the qualifying period of residence
required by section 2 (2) of the 1914 Act, and the
declaration of intention to reside in His Majesty's Dominions, required by Section 2 (1)(c) of that Act, Mr. Kadoorie's
permanent residence is in the International Settlement at Shanghai, and he makes the point that after naturalization he would be for practical purposes resident in His Majesty's Dominions, as the Shanghai Settlement is not under Chinese control and a resident therein is under the jurisdiction of the Government whose subject he is. If this contention is not upheld, Mr. Kadoorie may possibly be willing to change his residence. He is at present in Europe and an enquiry addressed to his house at 6 Prince's Gate would reach him.
