It will also be seen from the form of the
draft certificate that compliance with the rules regarding Vireless Telegraphy, in force in the case of ships holding
Passenger Certificates from the Board of Trade, would be a
condition of the grant of the Special Class Certificate.

The penalties for the carrying of excess passengers, as set out in the draft certificate are those provided for in Section 10 Sub-Section 25 of the Merchant
Shipping Ordinance, No.10 of 1899, but in the event of the
suggestions being accepted it would probably be desirable to
amend the Ordinance so as to provide for penalties of
similar amount to those in force for ships holding Board of
Trade certificates.
Before taking steps to introduce such legislation I shall be glad to learn whether the Board of Trade would be prepared to accept these Special Class Certificates as equivalent to the Board's Certificates, and as valid in the United Kingdom and throughout the Empire.

as the power to grant certificates which would receive full recognition would be an inducement to omers to have repairs carried out in the shipbuilding establishments of the Colony. This would also be a considerable convenience to the shipping companies themselves. I enclose copies of a letter from Messrs. Mackinnon, Mackenzie and Company
which illustrates this point.
