With reference to the letter from the Board
of Trade No.15015/23 of the 4th of October, 1923, copies of
which are enclosed, I have the honour to state that, in the
opinion of this Government, it is very desirable that arrangements should be made to enable vessels which are in a position to comply with the full Board of Trade requirements as regards life-saving appliances and in other respects, to
obtain certificates which will secure them the same privil- eges throughout the Empire as are accorded to ships holding passenger certificates granted by the Board under the
Merchant Shipping Acts.

For this purpose it is proposed to introduce
a Special Class Certificate in the form of the enclosed draft, retaining at the same time for ships not qualified for the Special Class Certificate the present certificates provided for in Schedule A of the Merchant Shipping
Ordinance, No.10 of 1899.
3.
In measuring up ships for the Special Class Certificate the "Instructions as to Survey of Life-saving Appliances" and the "Instructions as to the Survey of Passenger Accommodation" issued by the Board of Trade would
be observed.
