I am directed by the Secretary of State to express his regret that you should not have had an earlier reply to your letter of the 11th February, under cover of which you forwarded a memorandum from Mr. McKeon.
Mr. Joseph ... looked into the details and finds that Mr. McEwen's claim to pension in respect of his services and the Government of Hong Kong was made under the law of the Colony, and that arrangements were made to allow both the first period of his service under the Colonial Administration and the subsequent service to rank for pension as an unbroken period.
At the time when Mr. McEwen was transferred from the Hong Kong Service to the Royal Navy Yard Police, he had served sufficiently long to entitle him to pension.
