came up again yesterday at the adjourned meeting of the
First Conference. As a result of the discussion which
took place the Conference adjourned in order to allow the
British and Japanese Telegates to confer. Sugimura, Kaku,

obstructiveness of the authorities at Hong Kong and said
that in consequence of their attitude the Japanese were
