Dear Delevingne,

I enclose a paraphrase of a telegram just received from Tehran a vout the proposed Ling's Regulations to stop the opium traffic from the Persian Gulf to the Far East.

I am afraid it is not what we expected; but we can hardly refuse to consider the American Adviser's report, so we propose to await the despatch containing it before taking any further action.
