My dear Delevingne,
hany thanks for your letter and your congratulations on
my promotion.
As regards the Persian Gulf opium question, I agree enerally with your view that we should now hold a Conference with the Colonial Office to consider our next step, which, in view of Loraine's opinions, must in any case be preceded by some explanation to the Persian Government.
If you will make arrangements with the Colonial Office I will send a Foreign Office representative at any date convenient
to you and to them.
I enclose a copy of another telegram from Loraine, which,
as you will see, does not get us much further.
