My dear úrindle,

With reference to your letter of the 30th November last (52717/23) sending a copy of your letter of the 19th November to the Foreign Office regarding the proposed issue of King's

Regulations for the control of the opium traffic between the

jersin Julf and the Fur bust, I send you, in case you have not received them ulrect from the Foreign Office, copies of telegrans and deep-tches that have been received from Teheran and some

semi-official correspondence which has passed between Wellesley and myself. You will see that in view of the Ojections that are being raised to the proposed Regulations by the American Financial

Sæver met Adviser to the Persian # and by our Minister at Teheran, the

Foreign Office are hesitating to go any further with the Relations,

and I have suggested to Wellesley a conference of the three

Departments with a view to c earing up the situation and agreeing on

policy. Will you come to a conference in my room or send someone

to represent you, and if so, what date would be convenient?

sooner it is held the better. Would either Monday or Tuesday at

at 3.30 suit, if so i will try to fix that up with Wellesley'
