situation might at my time develop on or even within
our borders, and also because the trade and pro sperity
of this Colony is most intimatoly bound up with the
preservation of friendly relations with Canton, the
capital of Kwong Tung which is only 90 miles distant
from our seat of Government, the City of Victoria.
Other important matters requiring continuity of
administration are the improvement of our harbour,
laying out of the Colony on broad lines for the
development of a large programme of building houses
which are urgently needed and the carrying out of very
extensive water worka schemaN.

In general we would express our warm appreciation of
the present Governor's firm yet tactful conduct of the
various intricate am difficult problens of sim inistration
which have confronted him during his tem of office in
Hongkong, and of his broad & farsecing views in regard to
its future development and progress.
For the above reasons we would very strongly deprecate my
change being made in the personnel of our Governor and trust that
you will see your way to grant to him a second term of office as
Governor of this Jolay upon the expiration, which we understand
will occur some time next year, of his present term of offl09.
