Engineer-in-Chief wires position Chinese staff deplorable and requests me to urge Ministry of Communications to send remittance which I did at interview yesterday but they state they have no funds available. At the same time Ministry of Communications requested me to ask you to urge British and Chinese Corporation make an advance secured on Canton-Kowloon Rolling Stock purchased under loan made by British and Chinese Corporation 1913 as suggested by Canton-Kowloon Railway Engineer-in-Chief in his letter of December 3 and though I pointed out security was inadequate they pressed me to telegraph to you. Will you wire reply.
