My dear Addison,

Many thanks for your letter of April 4th about the Canton-Kowloon Railway. I quite agree that the present destruction and chaos are deplorable, and of course if you or the Hong-Kong Government can make any suggestions for putting an end to them, we shall be glad to consider them here in a sympathetic spirit.

I notice that in your letter to Masterton-Smith you say that "it seems a pity that the line should be utterly wrecked for lack of some small reinforcement of the present Railway Police". I don't know what police the railway has, but of course, no Chinese police...
