"In view of the piracy regulations Hongkong have been demonstrated
to the satisfaction of everybody except Hongkong Government
ineffectual irksome expensive please register strongest protest
possible through Colonial Office endeavour secure withdrawal.
Butterfield and Swire have telegraphed their London Office fully
December 12th to which please refer we strongly advocate
