REPORT OF THE COMMITTEE OF EXPERTS APPOINTED AT THE 7th MEETING OF THE OPIUM CONFERENCE, 1924.

In accordance with the resolution adopted by the Conference at its 7th meeting, the Committee examined the matters mentioned by the British delegate at the 5th meeting of the Conference, viz:-

The statistics and information furnished to the Committee showed both similarities and divergences in the average rates of consumption between the various territories. The investigation into the reasons for the divergences in the rates of consumption in the different territories proved to be of an extremely intricate nature, as widely differing conditions, the influence of which in many cases could not be adequately estimated, had to be considered. The greatest difficulty confronting the Committee in its efforts to find an estimate of average consumption was caused by the fact that the contraband trade in the Far East (except Formosa) has reached such proportions as to make it impossible to take the figures for licit consumption as a reliable basis. And also because the licensing-system has not yet been generally adopted, it proved to be impossible to determine the number of smokers.
