number of times that matters have cropped up simply from the local doctor not being conversant with Chinese customs and constitution, etc.
In the best interests of the Chinese it was essential also to have as M.0. a doctor well versed and experienced in Tropical medicine, most of these Chinese being residents of the Tropics.
Doctors with experience in Tropical diseases and specially qualified to treat such are not found casually over here, and both by my 20 years practical experience and with the qualification of the M.D. (London) in Tropical Diseases which I have held since 1908, I fulfilled your requirements.
I absolutely refused, and still refuse, to have any connection whatever with the Panel system, and I greatly doubt if any man in my position would do otherwise under the circumstances.
Experience - which I hope will continue as hitherto has I think proved amply the success of arrangements made for medical attendance on the Chinese, up till
now.
We have made our own arrangements for Hospital attendance and care of any cases that have to go into hospital for treatment, the whole expense bing borne by the section, as in the best interests of the patients they are sent to special hospitals for Tropical cases.
These Chinese are only over in England for a limited time, maximum 7 or 8 months.
Under the above circumstances the Panel system could offer you no efficient service, and the men would not be in a position to participate in any of the "benefita", and in such circumstances the Ministry of Health could scarcely take insurance money from either the Chinese or the Seotion as represented by you, for which, even if such were
legal, they could not give you or the Chinese any service in return.
Any such imposition of insurance fees would
constitute a tax for which no return was given, on members of a section of the Empire, who came over to help make the exhibition a success, auch people are not generally taxed for their trouble.
