Mr. Moore expressed the appreciation of the Guilds 29. for the provision which has now been made by the Hong Kong Government and also for the announcement by the Government that this provision is not intended to relieve shipping

He submitted however companies of their responsibilities.

He agreed that the that this provision is not adequate. responsibility should rest on the Companies but he urged that the Government should bring pressure to bear on the Companies to insure their very officers adequately. The Guilds had had some correspondence recently with certain of the Companies, which however had declined to take any action.
