The Guilds should make every endeavour to induce the Companies to institute a system of insurance voluntarily, (putting before them definite suggestions), but that if the Companies remain abdurate the Guilds should report the result to the Hong Kong Government who would be glad to take the matter up.
Mr. Watson agreed that this would be the best adaption.
The remaining resolutions were not discussed.
In reply to Mr. S. Grindle's enquiry whether the representatives of the Guilds wished to raise any further point, Mr. Moore said that it would give great satisfaction if the Hong Kong Government would appoint some body on which the China Coast Officers Guilds would be represented, at which matters affecting them could be discussed verbally, with representatives of the Government, and the shipowners, before they become acute.
Sir F. Fletcher welcomed this suggestion and it was agreed to a body should be appointed.
Sir G. Grindle expressed the view that the Conference had performed a very useful purpose and he expressed the hope that the representatives of the Guilds were satisfied that the Government were doing their best to deal with what is in fact a very complicated and difficult matter. Mr. Moore agreed and again expressed the thanks of the Guilds for the opportunity of discussing the matter with representatives of His Majesty's Government.
Sir F. Fletcher said that he was taking away the impression that the officers should be given full opportunity of being represented. 11/9/94.
